To support this next stage of delivery, we are seeking an experienced Senior Business Analyst who brings deep expertise in operational business analysis, operating model design, business process improvement, stakeholder engagement, and organisational change. About the Role
As the Senior Business Analyst, you will provide senior-level business analysis support across the programme, leading requirements gathering activities and helping define the future-state Dispatch and Coordination operating model.
Working closely with programme leaders, implementation working groups, and sector stakeholders, you will translate strategic objectives into detailed operational processes, requirements, and design artefacts that support successful implementation.

You will play a pivotal role in ensuring requirements are aligned across workforce, governance, technology, and operational workstreams while supporting programme integration, dependency management, change readiness, and informed decision-making throughout delivery.

Key Responsibilities

• Lead stakeholder engagement workshops to gather, analyse, and document business requirements.
• Define functional and non-functional requirements for future-state operating model initiatives.
• Facilitate detailed business process analysis, service design activities, and operating model development.
• Produce high-quality business and technical documentation, including requirements documentation, process maps, operating procedures, business cases, options papers, and decision-support materials.
• Develop detailed design artefacts that translate strategic objectives into practical operational processes, roles, responsibilities, and service delivery models.
• Support integration and dependency management across multiple workstreams and implementation working groups.
• Contribute to programme governance, assurance, and decision-making processes through robust analysis and reporting.
• Support change management and business readiness activities by identifying operational impacts, implementation requirements, and adoption risks.
• Partner with change and communications resources to ensure organisational changes are effectively understood, adopted, and embedded.
• Build strong relationships across a diverse and complex stakeholder environment.

About You
You are a senior operational Business Analyst with proven experience supporting large-scale transformation programmes. You bring a pragmatic approach to analysis, operating model design, and organisational change, enabling you to translate strategic intent into practical and sustainable business outcomes.

You will have:

• Extensive experience as a Senior Business Analyst within complex operational, service delivery, or transformation environments.
• Strong expertise in operating model design, business process analysis, service design, and requirements definition.
• Exceptional business and technical writing skills, with the ability to produce high-quality requirements documentation, design artefacts, process maps, operating procedures, business cases, and executive briefing papers.
• Proven experience facilitating workshops and engaging diverse stakeholder groups to elicit requirements, build consensus, and drive outcomes.
• Experience supporting organisational change initiatives, including impact assessments, business readiness activities, implementation planning, and stakeholder adoption.
• Excellent ability to translate strategic objectives into detailed operational processes, policies, procedures, and business requirements.
• Experience managing dependencies and working across multiple programme workstreams in a complex delivery environment.
• Outstanding communication, relationship management, and stakeholder engagement skills.
• Experience within health, emergency services, public sector transformation, or other complex service delivery environments will be highly regarded.
